The DHHS says all Victorians can go trick or treating on Halloween, provided they stick to groups of fewer than 10 and follow the relevant coronavirus restrictions to minimise contact.
The 25-kilometre limit still applies for Melburnians and people should not enter front yards and knock on people's doors.
They suggested contactless or outdoor gatherings would be the "best approach" to keep the event contactless.
